The report works by automatically grouping Not Indexed pages based on their historic indexing states.
Our research has identified that Google's index can actively 'forget' an indexed
page and flags that page as 'URL is Unknown to Google'. However, this indexing state doesn't just happen. It takes time. And over time page's index coverage state changes over time to eventually get to 'URL is Unknown to Google'.
Google Search Console doesn't record this historic indexing state for a URL.
At Indexing Insight we track the historic index coverage state for each URL and it's this automatic historic tracking allows us to label pages as 'URL is Known to Google'.
